APRCO Background

Afghan Poverty Relief Charity Organization (APRCO) is nonprofit, non-political and nongovernmental organization so one of the largest organizations that have worked in Afghanistan mostly their activities focus in remote area that their people don’t have access to the life facilities such as save water, good food and health service. APRCO registration license number is 974. APRCO was founded on 28 June 2007. APRCO is based in Herat Province. so started their activities in various places of Afghanistan and has been covered approximately 5000 those families who has not any shelters, poor, widows and disable families in the deferent parts of Afghanistan.
APRCO organization works to improve social life and livelihood through education, vocational, awareness, health service, gender equality stability in the area and sustainable development. also offering and improve the opportunity of work for unemployment people especially youths and women. Some of the famous donors had been interesting to help its and cooperate much money and funds in the deference aspect for uplift of poor and orphan families through of Afghanistan area, such as: Jawad Khaki and Ariana Aid they helped about150/000$ US for irrigation system and hand water pump.

A vast majority of population continues to suffer insufficient food and infrastructure is in ruins. Afghanistan has one of the highest rates of illiteracy in the world, with54% of children of primary school age out of school. Focus of operating:

APRCO Vision

To assist afghans during rehabilitation & development of Afghanistan, capacity building of local community, creating jobs and enhancing efficiency & quality of work by having on job training & transfer of knowledge how and to help Government of Afghanistan in immediate construction of key infrastructure and implementation of emergency projects

Provide highest quality services for empowerment of marginalized groups, mainstreaming of the deprived individuals and support of the most vulnerable to improve their contribution in community development and equally benefit from the results achieved.

Administration-APRCO Organizational Development

APRCO was founded by independent community activists in 2007. NGO received its legal registration license on 28 June 2007 from Afghan Ministry of Economy. APRCO foundations are based on an informal civil society organization which started its social services from advocacy for formal education in Herat province. NGO still draws support from volunteer services of other civil society volunteers in different fields. APRCO has been evolving since 2007. It continued to strengthen its capacities in the field of administration, financial management, monitoring and evaluation, field operations and asset management. The organization has a strong administrative structure with administrative policies and procedures exercised strictly by its staff. APRCO has developed and implemented its gender policy, child protection policy, HR policy, fraud protection policy, and financial policy. APRCO is led by an NGO director, who is appointed by executive board. NGO director reports to executive board, which hold their meetings once in a year and as deemed necessary. Executive board is supported by a committee of advisors. Advisors committee reports to executive board. Executive board and advisor committee members serve on voluntarily basis, unless paid salary for serving on an administrative or program position. NGO director is supported by a team consisting of head of administration and Program operations manager. Head of administration is supported by an admin/finance officer, Human Resource Officer and Monitoring & Evaluation Officer. Admin/finance officer leads the logistics/procurement officer and a number of support staff, like cook, guards and cleaners.

Program APRCO programming

It was quite recently that organization focused on improving and standardizing its programming and project management capacities. The main motive for this decision is the fact that organization needs to focus on those areas of its priority, which have not been well addressed due to the limited opportunities of funding available in the south East region. APRCO developed programming guidelines to assist different departments in designing effective programs in their respective areas of interest.

Agriculture is an important employment, national revenue and export sector of Afghanistan. More than 80% of Afghan population is somehow employed by this sector. Fresh fruit, dry fruit, animal products, like wool and skin constitute an extensive portion of direct exports and as raw material for exported finished products. Recent environmental changes and adverse security conditions during the last decades have severely damaged this sector. Agriculture and livestock hold huge prospects of employment, entrepreneurship and economic growth opportunities for unemployed youth of rural and urban areas of Afghanistan. Agriculture, livestock and related cottage industry holds huge potential for young entrepreneurship and employment, APRCO agriculture/livestock/irrigation department is supported by agricultural experts in APRCO advisory board. APRCO has the capacity to develop curricula, implement trainings and provide entrepreneurship support for young in different agricultural sectors like poultry raising, honey production, silk production, vermicompost production, house gardening, pickle production, jam production, vinegar production, ketchup production and syrup production using locally harvested vegetables, roots and fruits. APRCO agriculture/livestock/irrigation department, together with other NGO departments can conduct survey assessments, design projects, implement projects and evaluate impacts as well as provide follow-up support to youth in different areas of south East region.

Emergency response & Protection

Storms, floods, droughts, fighting and displacements have been observed in the areas where APRCO is active. APRCO has been developing its emergency response capacities as a local NGO.

APRCO ICT/Monitoring & Evaluation unit

APRCO has an effective monitoring and evaluation system for running activities as well as program and project implementations. As information and communication technology is closely involved in monitoring and evaluation systems, APRCO has merged them into a single unit. ICT unit manages the databases and technology used by organization and its staff. KoBo and ODK use during monitoring and evaluation activities by organization has further necessitated the working together of these two departments. APRCO compliance officer works closely with ICT/M&E department to coordinate M&E activities of the organizations. APRCO administrative and management committee consisting of all key staff, play a key role in monitoring and evaluation of on-going progress of projects and programs. The committee consists of NGO director and all key staff which meets once or twice in a week.

APRCO Steering Structure

APRCO is an Afghan NGO working in different humanitarian sectors. APRCO main office is located in Herat with liaison office in Kabul, Ghazni, Bamyan and Kanduz. APRCO has a well-developed administration and finance section, as mentioned earlier in this document. APRCO will provide brief information on each of these structures:

Mr. Sayeed Esaq Hashimi is Executive director of APRCO since 2007. Mr. Hashimi has a wide range of experience in implementing humanitarian and NGO programing

APRCO Board of Directorate is the main governing body of organization. NGO Executive director reports to Board of Directorate. Board of Directorate reviews the overall performance of organization, follow-up of goals and objectives, performance of NGO departments. Board of Directorate meeting is called once in a year. Board of Directorate evaluates organization’s performance, implemented programs and project activities. Executive board reviews the annual auditing reports of the financial system. Board of Directorate members work on voluntary basis.

APRCO advisory board consists of experienced members in different sectors of APRCO’s service provision. APRCO acquires their advisory support for further strengthening of APRCO’s project implementation. The advisory board members are working with APRCO on voluntary basis during their off-working hours. They provide valuable feedbacks in project design, activity planning and staff interview panels.
